This line follows one of two rules. It could be Renban, a consecutive set, or Nabner, with no consecutive pair at all.
1 and 2 rule out Nabner
One and two are both on the line. They are consecutive. That breaks Nabner immediately, even though they sit beside each other here.
The line is Renban · {1, 2, 3, 4}
So this line must be Renban. Four cells need four consecutive digits. With one, two and three already present, the set has to be one through four.
