This little circle sits where four Sudoku cells meet. It is a quadruple clue, and all four touching cells belong to it.
2, 5 and 8 must appear
The circle lists two, five and eight. Each of those digits must appear somewhere in these four cells. The circle does not tell us which cell gets which digit.
Where does 8 go?
Two and five are already here. That leaves the eight for one of the two lower cells.
