Whispered Sums 2: Another Sudoku Variant?

Today's Puzzle:

An entertaining puzzle with once again another new variant! This time the killer cages are intrinsically linked to the whispers. Maybe that's what the title implies, you need to figure out the killer through whispering?

Rules:

- Normal Sudoku rules apply

- XV: Digits separated by a 'V' sum to 5. Not all V's are given.

- KROPKI DOTS: Digits separated by a black dot are in a 1:2 ratio and digits separated by a white dot are consecutive. Not all dots are given.

- GERMAN WHISPERS: Digits along a green line must have a difference of at least 5.

- VARIANT KILLER CAGE: Digits inside a cage may not contain repeated digits and their sum is determined by the sum of the digits on a green line in the same box. I.E. in box 7, if the digits on the line are 1,8,3 then the cage must sum to 12 (1+8+3)
